Challenge addressed

Seville is the largest city in southern Spain and a center of cultural, industrial, tourist and political development. The quality of life, the economic development and the welfare of the city is directly related to the climate. In summer, it is possible to exceed 50ºC, although the predictions announce an increase in the average temperature in Seville of 4.5ºC and a reduction in rain of 20%. This adverse scenario has consequences on the population in terms of health, economic development, employment, urban planning, management, etc. 
The city of responding to these challenges with systemic and integrated advances in governance and technology and Seville focuses its city-strategy on two main lines responding to two major challenges:
1. developing strategies to mitigate the effects of climate change at the local level
2. recognizing the vital artery character of streets and neighbourhoods. 
Both strategies are exportable and replicable.
Isla de la Cartuja, the area where the project will take place, become a showcase for innovative technological in bioclimatic architecture and temperature control solutions during Expo'92. Nowadays, the University and the Cartuja Technology Park coexist in this space, grouping public entities such as JRC Sevilla, 442 companies, 10,000 university students and other activities (leisure spaces, museums, etc.). People is attending this area for working or studying, but there are no spaces with good conditions for street life, especially in summer.

Solution proposed

The project can be defined as an urban regeneration operation, which consists of an integrated set of actions and elements that act as social stimulators to improve universal accessibility, ensure that the surface interventions on the existing urbanization manage to reconfigure the executed urbanism and develop a new model of public-private governance that will allow the duplication of the project's developments. These systems work as open supports to multiple activities chosen by users.
The city council of Seville leads a strategy of systemic approach to urban adaptation to climate change, combining experience, knowledge and capabilities of public entities, universities and research centers and companies. Together they will develop the urban ecosystem in two phases, a pilot where the same structure of the street will be modified to facilitate a demonstration environment in the combination of different technological approaches and a new Governance and public-private collaboration system for the promotion and expansion of the new ecosystem throughout the fabric of the city:
This ecosystem will be based on 3 pillars:
- Refreshing facilities (bioclimatic qanat)
- Underground gallery (zoco)
- Bioclimatic amphitheatre
In a transversal way, they will be integrated into a System through:
- Definition of new business models and involvement & education programs for citizens and different stakeholders, including local craftsmen 
- Promotion of improved public spaces and creation of a new governance system of and public-private cooperation in a transformation plan with an analysis of social impact
CartaujaQANAT will act as a catalyst for public-private urban transformation, facilitating Seville's adaptation to future climate conditions, and will help Andalusia become an urban reference in adapting to climate change, facilitating replication in the Mediterranean environment and positioning local companies in the environmental industry.

Expected results

The project will develop a new governance model and all the necessary tools to facilitate the introduction of these models in their expansion throughout the city to change the appearance and functionality of the street concept. This concept will always integrate the citizen through participation, in an open process for the definition of the project, through workshops and a follow-up commission.
In addition, it will demonstrate different models of bioclimatic solutions innovators, nature-based solutions in a demonstration environment to improve the microclimate and reduce air temperature. In a complementary way to the usual paradigm of creating "Green infrastructure", in the form of green areas, parks, etc., the project focuses on the reconstruction of the street, squares, buildings, use of the subsoil.
The specific results for this project are:
- Governance model at the level of urban policy focused on public-private cooperation for the transformation of the city
- Guide: tool for the implementation of technologies / solutions that help reduce the energy consumption derived from refrigeration, with proven and budgeted solutions, in a sort of catalog or implementation guide, in a directed scheme, zoning areas of the city and offering recommendations based on requirements and the city's agenda.
- Demonstrator of the various technological solutions integrated into a modular and adaptable system are specified in a technological-cultural application, which is based on the heritage and legacy of Romans, Arabs and Jews, both in the use of water and materials, the shadows and vegetation.

Main milestones

January 2019: Kick off event
March 2019: Presentation of the conceptual design of the facilities to be developed
May 2019: Start of citizen participation workshops to decide the use of the new spaces 
September 2019: Start of works related with facilities (bioclimatic qanat, zoco and bioclimatic amphitheater)
August 2020: Inauguration of facilities
October 2020: Start-up of the living lab to experiment and demonstrations about materials
September 2021: Definition of the governance model to manage infrastructures
