The first Call for Proposals was launched on 15/12/15 and closed on 31/03/16. It was dedicated to four topics: Urban poverty, Integration of migrants and refugees, Jobs and skills in the local economy, and Energy transition, with a total budget of circa EUR 80M. The approved projects were announced at the EUWRC on 12 October 2016.

The first UIA Call for Proposals generated a strong interest from all over the European Union, with 378 applications from 24 out of the 28 Member States of the European Union, including from 14 European capitals.
The core audience (45%) of this 1st Call for Proposals corresponded to cities between 50 000 and 250 000 inhabitants, which is in line with the European urban fabric. 38% of the applying urban authorities were towns with less than 50 000 inhabitants, whereas 17% of the applicants were large cities above 250 000 inhabitants.
