CoRDEES - Co-Responsibility in District Energy Efficiency & Sustainability

Challenge addressed

The Metropolis of Greater Paris is expected, by 2030, to have over 11 million inhabitants and raise overall energy consumption by 30%.

Paris is at the center of this Metropolis and is facing high urban density, traffic congestion and both an energy and a climate crisis.

Numerous cities are facing the same challenge and need efficient solutions to address the context of fast growing urbanization.

Since 2015, Paris has implemented 2 ambitious plans: The Energy and Climate Plan and a Smart and Sustainable City Action Plan. The plans involve not only the municipality, but also industrial partners, SMEs, research centers, NGOs, citizens and users.

The Municipality is experienced and equipped to create synergy among these actors to achieve common energy efficiency goals.

CORDEES aims to achieve a breakthrough by creating a new energy ecosystem at Clichy Batignolles, a 54 hectare eco-district under construction.

CORDEES proposes to combine three main solutions in an integrated approach. The aim is to reach the energy efficiency objective: 50 kW/h per square meter and 90 % less CO2 emissions.

Solution proposed

We acknowledge that projects can fail from lack of measurable commitments, from an approach that is too technological driven and from technical difficulties inherent to  managing energy in large scale projects.

Bearing this in mind, we are going to first set up a new multiplayer energy  governance which we call, The Urban Energy New Deal.

This new deal will define on a collective basis the energy commitments and the contractual/financial /regulatory conditions necessary to its successful implementation.

Second, we intend to deploy a monitoring platform that is both interoperable and multi-user. We call this The Community Energy Management Platform. Energy data from buildings (electricity and heat) and public facilities (electric vehicle stations, street lighting and automated waste collection) will be analysed and consolidated in real time. The goal is to define optimization scenarios.

And finally, we will test out new services to empower stakeholders and target groups to achieve energy efficiency goals. The Urban Sustainability Trustee Facilitator, a new actor, will bring together all these solutions. The facilitator will provide technical recommendations, ensure stakeholder cooperation, end user empowerment and coordinate the creation and implementation of services.

Expected results
  • Achieve the objectives of the climate change plan: 90% less CO2 and 50 kW/h/m2/year.
  • A Clichy Batignolles community of stakeholders capable of managing energy with the support of the “Urban Sustainability Trustee Facilitator”.
  • Create an economic model based on energy savings and the creation and perpetuation of new services under the auspices of the Urban Sustainability Trustee Facilitator
Main milestones

April 2017: Subsidy contract is signed by the Mayor of Paris.

May 2017: Kick-off event and press conference with stakeholders, partners and local authorities organized in the Paris City Hall.

June 2017: First workshop with inhabitants and local associations to get them involved in the project and imagine future services.

April 2019:  BtoC community portal V1.

June 2019:  Energy services developed for operators and for end-users.

October 2019:  Final version of the Community Energy Management Platform developed. Standard clauses for new economic conditions and contracting scheme are in place. Urban Energy New Deal and Urban Sustainability Trustee Facilitator are elaborated.
