The wellbeing of the city and its citizens should be in the center of all our decisions to build mutual trust."
Cities across the EU are facing lack of data-based decision making and lack of trust in public institutions. Kosice is struggling with rather low civic engagement. This reduces the level of use of the creative industry infrastructure to build a more resilient economy and to engage citizens in the participation of local social, cultural and economic activities.
The project addresses 3 main challenges, which are interlinked:
- The economic transformation from industrial to the digital and creative city
- Low civic engagement and low trust in public institutions
- Creative industry infrastructure in the digital age
The project brings the concept of citizen experience and wellbeing to policy-making on a municipal level and creates conditions for data-driven decision-making. Besides, the project works with a novel definition of culture and contemporary cultural heritage. KSCreativity4WB focuses on the improvement of wellbeing in the city, increase in civic engagement in contemporary cultural heritage, creative entrepreneurship, and education for jobs of the future.
We will establish the Citizen Experience and Well-being Institute (CXI) that combines innovative aspects of data use and visualization, data-based service design, decision making and engagement of citizens through culture. An integral and important part of CXI is a Mobile Urban Laboratory (MUL), which will be used to engage citizens in the work of CXI throughout the city.
We will be fostering creativity and entrepreneurship through the Urban Innovation Sphere (UIS) and increase sustainability through the education program Dare to Create. Urban Innovation startup accelerator will support early-stage entrepreneurs and build a program of networking as well as community building events to support the exchange and collaboration between artists, creative professionals, entrepreneurs, and policy-makers. Together with UIS, it will serve as the main place for creative innovators during the development of new prototypes of products and services.
We will also be using data and display them to the public through disruptive engaging channels such as media art installations or public space art interventions. The selected forms of media art installations will be placed in the public space to increase citizen engagement and interaction.

The main results of the project will be an increased level of quality of citizen experience, higher wellbeing and happiness triggered by culture, art and cultural participation at city level.
The project will increase the engagement of citizens in culture, cultural heritage and creative industries by showcasing data on different aspects of life in the city through new media art installations. The project will build on the existing cultural infrastructure in the city centre (Kulturpark, VSG) as well as the network of the SPOTs across Kosice’s suburbs. We will increase the economic resilience of the city by fostering innovations and building links between culture, arts, creative industries, traditional industries, startups and the public sector.
The project will develop the Urban Innovation Sphere (UIS) and its programs to increase the number of startups using data and culture to address urban challenges in the city and to increase the competitiveness of large corporations by creating linkages of creative professionals with corporates.
To ensure sustainabilitythe project will design and pilot a new study program at the Technical University of Kosice and an education program for civil servants and citizens focusing on data analysis and visualization as well as citizen experience.
The project will introduce and codify data-driven policymaking to the municipal level by collecting and processing data through CXI (Citizen Experience and Well-being Institute) and its MUL (Mobile Urban Laboratory) and engaging a wide spectrum of actors in the public, not-for-profit and private sectors. CXI will be linked to the policymaking and executive activity of the municipality.
