The urban challenge tackled by SURE is based on the rapid growth, major urban changes and related urban security challenges and development needs in Tampere. There are various popular and busy event areas in the Tampere city center. The key challenge of SURE is how to efficiently manage large crowd concentration- (in general) and event-related (in specific) urban security in Tampere - especially in a complex and evolving urban environments? How to maintain the high level of urban security in Tampere in connection with the rapid urban change, and to prevent a severe security incident without over-securing security-sensitive urban areas which may cause the undermining of the citizens’ sense of security? 
The key challenge can be divided into technology turning point, operational challenge and organizational challenge. Technology turning point means smart lighting, camera technologies, video analytics, and sensors, and their integration providing opportunities to combine urban safety and security into seamless urban security systems and solutions. Operational challenge is that different security-roles and responsibilities may lead into formation of urban security silos or overlapping and non-interoperable urban security systems. Organizational challenges are the boundaries between different urban spaces (residential, commercial, events) and areas of responsibility in exceptional situations are difficult to cross. 

The proposed solution focuses on safety and security of security-intensive urban environments in Tampere - with event areas, infrastructure and actual events, and their smooth and seamless integration with the surrounding urban environment and infrastructure as the core focus. Technically, the solution comprises of and focuses on data- and user-driven urban security planning, proactive analytics and monitoring, simulation and training of large crowd concentration- and event-related urban security in a complex and evolving urban environment, as well as on related investments.

A comprehensive and smart event-related urban security solution is created, complemented by the related investment on surveillance cameras and video analytics. Integration of relevant digital tools and services for event-related urban security, as well as concepts and tools for urban security management and training and for cross-sectoral cooperation between authorities are developed. Also incident simulations and exercises have been implemented to support urban security planning and implementation.
